This works like a charm to fix Weather Widget in 10.5.8
1. Have access to 10.6.x
2. Compress System/Library/WidgetResources, to move to desk top.
3. Replace 10.5 System/Library/WidgetResources with 10.6 System/
Library/WidgetResources
4. Also swap weather widgets from 10.5 and 10.6
5. Repair permissions
