You may have answered your own question. During the OS 9 period, Apple was very sneaky about specific versions of OS 9, and many installer discs were machine specific, which meant they had only the specific extensions required by the hardware on that specific Mac model. Most of the TiBooks (all except the original 2001 PowerBook 3,2) shipped with OS 9.2.1 or 9.2.2 along with OS X. This means that a "Retail OS 9.1 disc" might not have the correct ethernet extension for your TiBook since it likely predates your TiBook. You should note that the first model of TiBook to ship with 9.2.1 was called "Gigabit Ethernet" which means there was a complete change of ethernet hardware, so this would corroborate that the OS 9.1 disc is unlikely to have the correct ethernet extension. Normally you'd think the correct extension would be included in the 9.2.1 or 9.2.2 Updates, so perhaps you do have the correct extension, and all you need is tweak the settings? In a worst case scenario, you may have to find a copy of a machine specific ethernet extension.
