here's the thing…permissions at the root of the boot volume are both complex 
and not generally supposed to be messed with.

For example, if I do get info on my (10.8) boot volume I get:

system: read & write
admin: read only
everyone: read only

This is correct. However, if I then go down to the Applications folder I get:

system: read & write
admin: read & write
everyone: read only

Which allows me to move, delete, and rename things there because my account 
(johnson) is part of the 'admin' group.

If I look at /Users/Share I get:

system: read & write
wheel: read & write
everyone: read & write

Which is also as it should be.

So first we have to identify what the current permissions are, because of an 
inquisitive teenager was fooling around with things, there could be all sorts 
of odd things going on. Fortunately they're all fixable, it just may be a bit 
tedious and fiddly.
