Yes, because Tiger is stable, a little faster than 10.3 and many programs require 10.4.11 to run. And yes, TenFourFox is great for that (the name reads "10.4 Fox") and has optimized versions for G3 and two different G4 processors. Another browser: Camino is more Mac-like and works well, too.
