I recently replaced the power supply on a G4 and just because it was easy I checked voltage on the 15 V (something like that) lithium dry cell on back-bottom corner of the motherboard. It was way below in voltage and clearly printed 10 year lifetime. It's a half length triple C and it wasn't hard to find in the neighborhood. It had been running the clock while the machine was shut down.

The aberrant cursor behavior  doesn’t sound like a PRAM related issue.  More 
likely it is a software conflict.  Try creating a new user on the Leopard 
volume and see if the the same behavior occurs for that user.
