Also check your FTP server. Make sure there aren't any upload or download restrictions. Also, I had much slower downloads with the built in Server 2003 FTP server than I have with Filezilla server. Hope that helps.
PS I have a similar problem at work, with the PC's on one of our really old switches. I haven't really looked into the problem since the switch is going to be replaced this summer.
