Summary: API plugin

Initial Comment:
an API that can provide a way to create a plugin using an SDK or API without 
having to rebuild the entire source code. it's almost impossible for a person 
new to the gaim source code to make a plugin for it.

failing that, at least some plugin example sources would be nice.

Chris, you could write plugins using a scripting language, like Perl or
Tcl, which are already supported in Gaim.
