In fact you cannot even tell if the plugin has preferences or not. It would be prefered to allow editing the preferences before it starts to take effect. So maybe the plugin loading procedure could be changed, so that: A: It would be posible for gaim to determine from the plugin struct whether it has preferences at all. That can be used to control whether the Preferences button should be sensitive or not, regardless if the plugin is loaded.
