Summary: Gaim Base Priority Option

Initial Comment:
Across multiple Windows systems, I find Gaim can become
sluggishly responsive (mainly the GUI) when the CPU is
heavily taxed. It would be really helpful if there was
an option in Preferences to set the base priority for
Gaim (and all of Gaim's processes).

An example of how this is beneficial, in Winamp for
instance, you can choose to set the priority between
idle, normal, high, and realtime. When the priority is
set to high Winamp responds on a dime when the
system/CPU is heavily taxed.

I realize you could force Gaim to operate at a
different priority using Task Manager, but it would be
a lot nicer to have its own option so I could set it
one time and not every time I remember to when I start
Gaim.
