i was thinking you ment staying around as if selecting 2 or 3 
smileys. very bad. you are seeing a conflict between the 
smiley selector being a separate window and the window 
being raised. i'm not sure we can handle this in a window 
manager agnostic way.

It's not easy to remember more than 40 ascii emoticons! :(
What would be "incredibly annoying"? The permanent smiley
window? Note that it disappear while I'm choosing the smile
to be sent, don't know if due to the peer writing or for
timeout. I think that the user would choose if keep it open
or not. It's also in the Open Source line: freedom of choice.

Maybe a checkbox on the smiley dialog to keep it open after
inserting the smiley, off by default?  If it's not
obtrusive, it could be affective.

I'm assigning it to Rob.  He'll do it if he thinks it's a
good idea.

It would be useful because in a chat session I see that many
people use emoticons more than once.
A different solution could be that smiley window does
not disappear when double-clicking on its button, or setting
a parameter in options.

I disagree.  Most people insert a single smiley and then
have no use for the dialog.  Every other messenger operates
the same way.  Can you give a reason this would be "useful"?
