It would be really nice if you could tell the client to ignore those. Gaim 0.60 and higher user server stored buddy lists. Therefore authorization is mandatory. I'm not sure I believe you about those people showing up as online. Are they in your buddy list twice? Are you only signed on with 1 ICQ account? The authorization is a client based thing not server. I remember in the old days when i used icq .99 for windows. Before my routine reinstallations of windows I would back up my entire icq directiory and then copy it over to my new windows install. I never needed to ask for authorization again. Yet before I started doing that, each time i reinstalled windows and reinstalled icq I had to re-ask everyone for authorization, which means that if the server kept track of who authorized who, then you wouldnt need to re-request it.
