Mystery solved - although my revision numbers don't match yours,
if I look at the hashes this makes sense - I was unlucky in the timing:

I was using this commit, 45abde5 Upgrade Fabric egg to 1.7.0.

By bad luck, I just missed out on getting the follow-on fix:

8045e13 Add paramiko egg, which fabric 1.7 depends on.

Pulling the current tip from BitBucket should solve this...
sorry, I thought I was already running the latest but had
already missed a whole day's worth of commits.
