Are you using a local instance, a cloud instance, or Galaxy Main? Also, could 
you tell 
me where in the instructions at http://wiki.g2.bx.psu.edu/FTPUpload you're 
having 
problems? That will help folks figure out where you're having problems. (Keep 
in mind 
that an FTP 421 error can mean a lot of things.)
