Agreed, it is a difficulty. I'm just sure that at least some of the time spent writing the original games was spent on things like graphics, creating fancy interfaces with clickable units, etc. Granted, possibly not much was spent on these things, but still, at least some was. The reason I mentioned possibly a text-based interface is partly due to the fact that a recent new interactive fiction game system came out which has shown itself very useful for randomized play, including dynamic map creation and monster placement.
