Hi, Lucas. No, not being able to hear the rope while standing on the edge of the cliff isn't a bug. It is simply a matter that the sound effects for the ropes are located at the very ends of the ropes. So if you are walking under it you will hear the end of the rope swinging back and forth over you. However, way up somewhere in the middle you can see it with the map viewer, but can not hear the end of it.
