Hi Chris,
Rar format isn't a very common one. The only program I know of that 
mainly uses it is Winrar. I think it is some sort of varient of the open 
source tar format, but I am always surprised that Winrar users don't use 
one of the more compatible formats like zip, gz, etc when redistributing 
files since they work with just about everything.
I don't have a problem with Winrar since it supports a huge variety of 
archival formats, but that said since Winrar supports all those formats 
why use a proprietary format when it supports several open source freely 
available formats.
The zip format is now an open source standard for general purpose 
archiving along side, tar, bz2, and gz.
