Charles, You don't just get to decide what is for sale. You don't get to go to a store and say, "I only want half of this frozen dinner because I still have left overs from my previous one". The whole package is what's currently for sale, and your three options are to buy it, not buy it, or ask the developer if he's willing to split it.
My guess is that he's not offering individual sales because it's not worth the time and effort. I'm sure if you were to offer to properly compensate him for doing the splits, he'd take you up on it. Just remember that his time isn't cheap. He's got a family to take care of.
