So he's the skeleton I found in there. I suspected as much but couldn't
be sure. I also haven't been able to figure out what to do with him
since you can't attack him. It's had me confused for several weeks.

The keeper isn't really so much a boss, as just the end guy. You
listen to his story, then do something specific to finish the quest.
He's in the same mound as the three stones, and his chamber only opens
after you destroy all three of them.

Seems to me that in one of the 3 mounds with a stone in it lies your
answer. Two of the mounds are small, 1 is a bit larger. Search around in
there and you will find a wall or a stairwell with a hole next to it. Go
in
the hole and you will know what to do next.

ps. While in the hills, be sure to get the pelt and hair of the white
wolf.
Take the pelt back to peg and the fur to the alchemist to complete 2 other
quests.
