Hi Lori, What I do when my infantry runs out of land to explore is I send them to the nearest city. I go to the unit in question, do alt+y to get a list of cities, and then send them to the closest city to their position.
As for commanding cities the command you are looking for is alt+y. That gives you a list of cities under your control and is arranged by distanced to the unit currently under your command. To save a game you have to quit the game, and it will ask you to save and exit after the turn ends or abort immediately.
