Hi Ron,
It could be you are confusing looking at a cell from moving to a cell.
I think you look at a cell by hitting the j,l,i, and , keys.
You return to your unit by hitting k.
You move by control j, control l etc.
You attack a city or enemy by moving onto their cell.
