Thomas is spot on here. 
The park report is not inaccurate, it just doesn't look at the human side of 
running a business. 
Also, you can pay the staff the suggested wages, they won't be happy but they 
won't strike unless you get more visitors. 
In terms of negotiation, all you have to do is adjust their pay. They'll go 
back to work and will let you know if the change is good enough. 
I've tried to make the staff expectations realistic. Entertainers are normally 
quite high paid, think actors and musicians. Maintenance staff are genera 
pretty well skilled and includes people like safety assesses as well as the 
engineers that keep your rides running. 
Ride operators are generally unskilled and quite often temps or students.
