Hi Teresa.
the power up upgrade screen is a little different to the standard one, you
need to first double tap the name of the power up you want to upgrade, then
just as with weapons the description box will pop up for you to spend coins
and upgrade it.
I don't know why the dimmed upgrade buttons are there, but it's certainly
possible to upgrade power ups, indeed with all the coins and diamonds you
have you can probably level them all to max streight off, ---- I'm quite
impressed at your titles, I've not spend quite that much time with the game
and am still working to unlock all the weapons.

Power ups work in different ways. The tesla coil will kill the closest
zombie and will spark to any zombies near him, while the fireworks
provide a ring of desruction that lasts for a limited time and the
tornado just blows zombies back to the edges.
one thing to remember though is that the more you upgrade power ups in
the armery the better they will be, this particularly goes for the tesla
coil sinse at the start it can only kill a couple of zombies but with
more upgrades can become much more destructive.
