The GBA may be outdated, but games developed for the GBA should run on the DS. Also, the DS is wifi and it's possible to upload files to it from a PC, so there are no hardware costs. I've downloaded a GBA emulator so in theory I should be able to create a game and get it into a DS. The question is whether it's worthwhile doing.
