Hi Ken,
I just used gold wav to convert one of your sounds in your RTS pack from 
1092.wav to 1092.ogg
305 kb to 45 kb.
When you pick save as and hit o
then tab to file atributes,
there are94 different choices.
the first 11 choices are stereo,44.1 kbps
the next 11 are mono, 44.1 kbps
The next 11 are stereo 22 kbps
the next 11 are mono 22 kbps.
and so on to  the last choice,
mono 8 kbps

I am sure the twelth choice will give you the best mono results.
