Well, those files can be found all kinds of places on the web, and some 
game installers such as Sarah and the Castle of Witchcraft and Wizardry, 
Jim Kitchen's Winkit, GMA Tank Commander, will automatically install 
those files if they are missing.
Ironically, according to the DirectX end user license agreement shipping 
those files without the Microsoft installer is a breech of the ULA. 
However, Microsoft is refusing to put it back into DirectX 10 even 
though they are still compatible with DirectX 10. Go figure.
