hmm I have had this issue with office and other things.
this happens usually after security updates.
The program is probably still there on the system somewhere.
Find its installer or where its files are, and let it reinstall and then 
uninstall it.
After that it should be ok although I have not seen this happen for something I 
never have had.
Its happened once and I had to search for a cd for something however thats that.
Not much you can do really but there probably is a trace somewhere.
I have no real solution as I have always found and let the installer do its 
thing.

I'd recomend a reformat if you don't know what it is, it must be something that 
leaves crap arround.
One thing you can try is to kill every instance of the program name in the 
regestry with regedit search command.
you can also delete the files from the downloaded installs directory in windows 
the program folder if its still there and the application data folder for all 
users and your user account or accounts.
If this does not fix it then windows has gone bananas.
I usually record the problem.
And then reformat.
There is a reasonable chance that this problem may or may not happen again but 
its weird ken.
I have got around all of this buy installing everything except for office 2003, 
once its all up to date I load office, update it then activate it.
usually I then do not have any issue.
