Hi Ari,
on Windows 2000, XP, and Vista you can not make Eloquence your default 
voice because it is not Sapi 5.0 compatible.  Eloquence still uses the 
Sapi 4 standards, and the primary reason it will only work with apps 
that support Sapi 4.
In addition some versions of Eloquence, particular the pile of junk, 
that ships with Jaws is tied soully to the Jaws authorisation. That 
version of Eloquence can not be used with anything but Jaws which really 
bites.
As for Festival TTS there is a windows port of it, but it is not Sapi 5 
compatible. Every application that uses it has to have it's own voice 
driver, or if it is a Java application use the Java Speech API.
As for Microsoft Mary there is a Sapi 4 and a Sapi 5 version you can 
get. The full Sapi 5 installation from Microsoft includes all Microsoft 
voices except Anna which comes with Vista and Windows Server 2008 only.
