Well, the first step is to varify port x is actually being blocked. To 
do that you need a port scanner such as nmap which is a very good open 
source tool for diagnosing networking problems like this.
In the case of ftp the port you need to check is port 21That is usually 
the port ftp runs on, and some firewalls  do block that port unless you 
reconfigure them.
As for finding out what is running on a certain port usually you can 
find out what is running on any given port. The way to do it largely 
depends on the OS in question.
