Just give him the price double or more the computer paid for. 
Like example, $100 for this blue property, you will need to give him $200
for him to even consider a deal.
For exchange of property, if you got one full monopoly  of red or yellow,
you will need to exchange another colour monopoly, a higher value for him to
even consider.
I play one of the sighted folks version call Infogrames Interactive Monopoly
which the computer will counter trade or ask you for something which you
might not give.
It's a pitty you cant just play it on your own with your screen reader or
just tabbing just your keyboard since some of the function need to access by
a mouse.
I quite love the audio of it. As it will have the demolishing sound of
buildings if you sell it or building construction when you buy it.

Yes you can buy, sell or trade with the computer player.  It is pretty
stingy though.  That is it does not want to be taken advantage of.  So you
have to offer it a pretty good deal.
