That is exactly what I did on my windows 7 Machine, and this time it said that the file was downloaded, but when I went into the game, it
still said it was not registered.

This is a problem I also experienced, but fortunately the solution is
simple enough.
Go to c:\documents and settings\all users\application data\
You'll need to create a folder named BPCPrograms and in that folder
another named TDV.
Once that's done the download should work properly.
I imagine Munawar will fix the problem once he's made aware of it.
