Hi Ron,
If you have 32-bit voices installed on Windows 7 you have to access them
through the 32-bit control panel by opening run and typing
C:\Windows\SysWOW64\Speech\SpeechUX\sapi.cpl
into the run dialog. Then, you can configure your 32-bit Sapi voices.
