Hi yes, he has whispered to me before and told me I could whisper to him
even if he didn't show up, he'd most likely be there.

Pretty sure that if aprone is there, you can whisper to him. Even if he is
not in the list of people, if he is logged into the server on his side you
can. IF not, then no.
Seems to me that one time I had a whispering chat with him and he was not
in
the list of people that you could see.
