.tar is a compression format similar to rar. I'm not sure what program is supposed to deal with them, but 7zip from http://www.7zip.com/ can do them, (indeed 7zip can do most things as far as compression goes which is why it's my favourite unzipping program), though it's not a type I've seen much.

If it really is .tar.tar, then no idea. Maybe it's a file type that deletes your entire hard drive, so you will be saying tar tar to your computer :d.

It is "informmanuals.tar.tar"
What is .tar.tar? How do I use this file?
