I added a small clip of Julie Christie as Madam Rosmerta
in the sound file on my web site,

I am not good at British accents so need help in recognizing which one she
uses.
As to the other questions,
Any format at least 22k samples per second.
A male voice in falsetto would do, or I could raze the pitch a bit.

2. any particular bit and sampling rate required?
3. does it have to be a female voice, or would a male one do?
and 4. if you really want to stick to real accents, you may want to
possibly
think about a more northern british one, as I believe hogsmead is more in
the north of england, where you probably wouldn't find too many cockneys.
