Not in a way that doesn't introduce other problems. It could be done by 
releasing a 1.2.x build with an epoch bump, but I think there may be some 
rrdtool db format issues between 1.2.x and 1.3 -- at least, there were 
multiple bug reports earlier on of people who upgraded to 1.3 and ran into 
problems with their graphs until doing rrd dump and restore routines to 
upgrade to the newer format db and get sane behavior again. I don't know for 
sure, but I presume a similar procedure might be required to go from 1.3 back 
down to 1.2.

Unfortunately, I upgraded rawhide to track 1.3 long before the f8 release, 
thinking 1.3 would stabilize and be out before f8, then didn't really pay 
attention again until it was too late to roll back to 1.2.x before release. :
