It's probably a sever-side issue.  I can duplicate the problem, and
there are a number of people having trouble of various sorts:

My guess is that a partition filled up on the SVN server, or perhaps
some sort of quota or permissions problem.  Can't tell specifically
since there's no direct access to the servers themselves (that I know
of).
