I would guess that the reason that the nodes report too many cpu's is because they are intel chips with hyperthreading. When hyperthreading is enabled from the bios, each CPU shows up as two CPUs to the OS. If you look at the command top, you will see that the computer thinks it has twice as many CPUs as you think it has.
