This will be a (aesthetic) "problem" anytime your nodes are at low load.
Instead of saying that the load is "0.001" it will say that the load is "1m"
for 1 "milliload."  I've argued that load is a metric that shouldn't have
units, and you can turn off this non-sensible (to me) conversion by adding
"-X0" to the rrdtool graph line, IIRC.  The tricky part is adding it to the
load graphs and not the other graphs.
