Not so weird, after all.  Hawson suggested adding
 error_log($command);

To graph.php right after the $debug=0; line.  This caused all of the
rrdtool commands graph.php was using to be logged in the httpd error_log,
which was a great debugging tool.

It turns out that in my past setup, I had redefined rrd_tooldir in
gmetad.conf and $gmetad_root in conf.php, but when I moved to the new
version I failed to make the conf.php change, so it was pointing to a
different place than my rrd_rootdir.  When I restarted gmetad, it
would copy all of the RRD files to the default location, where Ganglia
web could see them.

Posting this to the mailing list to spread the word about error_log($command);
to other people who might have trouble with bad graphs and find it useful.
