Yes.

If you are running 3.1.x, then you can write your own custom report.
Take a look at the files in the www/graph.d directory.  The produce
the {cpu,load,network,packet,mem}_report graphs.  There is also a very
heavily commented sample_report.php file as well to help get users
started with new graphs.

Depends on which colors you want to change.  In web/conf.php, there
are a number of colors you can change for the cpu, mem and load
reports.  The others require changes to the rrdtool calls; this is
possible, but a little cumbersome.
