For others on this list seeing the same issue, I think it's now fixed, or at least worked arouind. Info in the bugzilla link below. Summary is to build apr with the env variable ac_cv_func_port_create=no exported. The associated apr bug id is here:
https://issues.apache.org/bugzilla/show_bug.cgi?id=48029 and it is apparently fixed in the next version 1.3.10.
