Hello, I am a non-programmer so I won't be of much help here but I happen to also be a translator/localizer by trade (well, it only means I feed my kids with that, nothing more really :)
I don't know if there is an already existing framework for lisp application localizations/documentation translation. If there is I'd like to know. If not I'd like to propose (?) something simple, à la Java bundle properties/gettext-po+html: localizable contents is referenced to locale sensible variables found in the code and the pair variable/value is stored in a separate file for easy access/translation. For ease of use, the file would be in unicode (which means anything from supporting the unicode character set to being encoded in utf-8 or 16) and could be easily formatted as a XLIFF file (with tools existing within this l18n framework). Also documentation (ie not strictly speaking GUI data) would be in a format that can similarly be handled by existing CAT tools (xhtml for ex). I happen to be writting documentation for a Java CAT tool (that I wish one day could be re-written in Lisp, but that is a different story) so if people are interested to see how translators work, please take a look as SourceForge/OmegaT http://sourceforge.net/ projects/omegat (user group on Yahoo).
