liboil 0.3.x from freedesktop is now required to build gst-plugins-base. 
The REQUIREMENTS file claims that it's optional, but configure errors if 
it's not found. It should be added as freedesktop/liboil (the Makefile is 
trivial, at least on RHEL4).
