Looking at the list of voters, it is not too surprising that the Big 12 holds 4 of the top 5 spots.  Out of ten voters, 4 are from Big 12 states (2 from TX, 1 OK, 1 MO), only 1 voter is from an SEC state (TN).  There are no voters from a Big 11 state.  You have 2 ostensibly neutral voters in Dennis Dodd of CBS and John Lindsay of Scripps, the other voters are from Colorado, Utah and New Jersey.
