It does exist elsewhere in the US.  In fact most states have a program.  The
difference is, I believe, that this is available to small
applications-perhaps residential use.  The need and value of such a program
stems from state laws that require electric utilities to "produce" a certain
percentage of their power from renewable sources.  They are allowed to count
as production power purchased that comes from renewable sources.  For
planning purposes and to encourage entrepreneurs to develop wind and solar
"farms", utilities are agreeing to long-term contracts.  In PA we have
developers in some of the mountain areas building wind farms and selling the
power to PA, NJ, and MD power companies so that they might meet their state
requirements.
