It depends. 

At some positions there are virtually co-starters and who is on the field first 
often depends  on how the coaches plan to attack that particular opponent, who 
was sharper in practice or warm ups, or who is healthier.

At other positions, we may be depth shy, or the backups may not have developed 
enough physically or technically for the coaches to play them any more than 
they have to.

One of the fallacies with the preseason predictions are that a lot of the 
prognosticators simply look at a list of how many "starters" were lost without 
taking into account who their likely replacements are, their importance in the 
schemes that the teams run, etc.
