Arrested means stopped and prevented from leaving by a law
enforcement officer.
The layman may assume it means being handcuffed; taken to jail, etc.
However, if you are stopped and running would equate to resisting
arrest (of the non-violent variety), then you were definitely
arrested, even if you only received a citation at the end.
