That's one of the factors in determining fair use. However, my understanding is that fair use does not extend to reproduction of an entire article. In other words, a quote or a summary is fine, but reproducing the entire article is not. Having said that, it doesn't mean that anybody is going to enforce the copyright. When I wrote for the Times, it was quite common for bloggers to repost articles I wrote with no attribution. I complained about it, but nobody ever did anything about it so far as I know. Newspapers have enough problems without going around suing people who repost their articles on the internet. What they really want you to do, however, is post links since that drives traffic to their web sites and helps them.
