As I read "A Participant/Contributor may submit simple patches/larger changes ..." a question comes up:To *where* may they submit? ... to repository or to possible Nirwana (bugs.openjdk.java.net, mailing list) ;-) ?
Maybe you better say: "A ... may propose ...". -Ulf
