Marc, In my experience, the answer is YES. Although I am no expert on ports or FTP, it seems that if only port 21 is open, the connection will "hang". Perhaps it is different with other FTP servers, but mine needs both ports to be open. FYI, I use FTP Serv-U, running on several NT 4.0 boxes.
